AS 11.71.140(b) is amended to read: (b) Schedule IA includes, unless specifically excepted or listed in another schedule, any of the following substances whether produced directly or indirectly by extraction from substances of vegetable origin, or independently by means of chemical synthesis, or by a combination of extraction and chemical synthesis: (1) opium and opiate, and any salt, compound, derivative, or preparation of opium or opiate, excluding apomorphine, dextrorphan, nalbuphine, nalmefene, naloxone, and naltrexone, and their respective salts, but including the following: (A) raw opium; (B) opium extracts; (C) opium fluid extracts; (D) powdered opium; (E) granulated opium; (F) tincture of opium; (G) codeine; (H) ethylmorphine; (I) etorphine hydrochloride; (J) hydrocodone; (K) hydromorphone; (L) metopon; 2011-03-25 House Journal Page 0579 (M) morphine; (N) oxycodone; (O) oxymorphone [OXYMORPHINE]; (P) thebaine; (2) any salt, compound, derivative, or preparation of a substance included in (b)(1) of this section which is chemically equivalent or identical to any of the substances referred to in (b)(1) of this section; however, these substances do not include the isoquinoline alkaloids of opium; (3) opium poppy and poppy straw; (4) concentrate of poppy straw which is the crude extract of poppy straw in either liquid, solid, or powder form which contains the phennanthrine alkaloids of the opium poppy; (5) 2-methylamino-1-phenylpropan-1-one, also known as methcathinone and cat." Page 1, line 5: Delete "Section 1." Insert "Sec. 2." Renumber the following bill sections accordingly. Page 2, line 28: Following "APPLICABILITY.": Insert "AS 11.71.140(b)(1)(O), as amended by sec. 1 of this Act, corrects a typographical error in the spelling of "oxymorphone" that has existed since its adoption in Ch. 45, SLA 1982." Delete "sec. 1" Insert "sec. 2" Page 2, line 30: Following "SLA 1982.": Insert "AS 11.71.140(b)(1)(O), as amended by sec. 1 of this Act, and" Delete "sec. 1 of this Act, applies" Insert "sec. 2 of this Act, apply" Representative Pruitt moved and asked unanimous consent that Amendment No. 1 be adopted. 2011-03-25 House Journal Page 0580 Representative Doogan objected and withdrew the objection. There being no further objection, Amendment No. 1 was adopted, and the new title follows: HOUSE BILL NO. 116 am "An Act making corrective amendments to the Alaska Statutes as recommended by the revisor of statutes by correcting the spellings of 'oxymorphone' and 'lorazepam' and providing an applicability section; and providing for an effective date." Representative Austerman moved and asked unanimous consent that HB 116 am be considered engrossed, advanced to third reading, and placed on final passage. There being no objection, it was so ordered. HB 116 am was read the third time. The question being: "Shall HB 116 am pass the House?" Representative Austerman moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. HB 116 am was referred to the Chief Clerk for engrossment.
